SAN DIEGO, 22 Oct. 2014. U.S. Navy communications experts needed a contractor to provide hardware and support for the Navy's Tactical Mobile (TacMobile) program for fixed-site and mobile command, control, communications, computers, and intelligence (C4I) capability. They found their solution from Tapestry Solutions, a Boeing company in San Diego.

Officials of the Space and Naval Warfare Systems Command in San Diego announced a potential $70.9 million contract Tuesday to Tapestry Solutions for TacMobile systems engineering, test, and integration.

TacMobile provides C4I warfighting capability to Navy commanders and their subordinate commands in expeditionary warfare, including littoral, open-ocean, and land operations, SPAWAR officials say.

The TacMobile program has three systems: tactical operations center (TOC), mobile tactical operations center (MTOC), and joint mobile ashore support terminal (JMAST). The program uses an evolutionary acquisition approach that involves sequential integration of mature commercial off-the-shelf (COTS) and government off-the-shelf capabilities in a functional whole, SPAWAR officials say.

The five-year contract to Tapestry Solutions involves design and development, production, fielding, training, post-fielding maintenance, and disposal of obsolete equipment. The initial contract is for $14.1 million and has options that could bring its total to $70.9 million.

In March 2010 Science Applications International Corp. (SAIC) won a potential $108.2 million contract for TacMobile systems engineering and support services. With options, that contract was scheduled to end this December.

The contract to SAIC four years ago was to enable the Navy Carrier and Air Integration program office and the Program Executive Office for C4I to acquire technical services; equipment; system integration, assembly, and testing; as well as installation training, maintenance, and logistics for the TacMobile program.

The TacMobile contract involves production, technology refreshes, future increments, and sustainment of legacy systems for TacMobile's three systems.

On this contract Tapestry Solutions will do the work in Charleston, S.C.; Patuxent River, Md.; and Jacksonville, Fla., and should be finished by October 2019. For more information contact Tapestry Solutions online at www.tapestrysolutions.com or SPAWAR at www.spawar.navy.mil.
