EASA modernizes performance based navigation rules and regulations
COLOGNE, Germany, 1 April 2015.European Aviation Safety Agency (EASA) officials have published Opinion 3/2015, which proposes amendments to Performance Based Navigation (PBN)-related safety rules, including significant changes to the way PBN operations are regulated.
A risk assessment reveals that most PBN operations are considered to be a normal navigation mode for commercial and non-commercial air operators – a fact that needed to be adequately reflected in the regulatory framework, EASA officials say.
Instead of requiring operational approvals for ensuring safety, the new regulatory approach relies on improved pilot training and checking, as well as on effective and performance-based operational rules. The proposed proportionate rules are of particular benefit to general aviation (GA) operators, which are expected to see a significant reduction in administrative tasks and burdens.
While developing the new regulatory approach in Europe, EASA officials also initiated changes at the International Civial Aviation Organisation (ICAO) level to avoid any non-compliance of European operators with ICAO Standards and Recommended Practices (SARPs). The corresponding ICAO amendments should be published through a State Letter in the coming days.
