IRS awards nine potential billion-dollar information technology contracts under TIPSS-4 ITS program

OXON HILL, Md., 9 Jan. 2011. Officials of the U.S. Internal Revenue Service (IRS) National Office of Procurement in Oxon Hill, Md., awarded nine contracts Saturday worth a maximum $9.35 billion to provide information technology (IT) under a program called Total Information Processing Support Services-4 Information Technology Services -- otherwise known as TIPSS-4 ITS.

The nine companies chosen Saturday for the TIPSS-4 ITS program will compete for IRS jobs involving IT support for design, development, deployment, operations, and maintenance of IRS information technology systems by performing tasks involving IT development; operations and maintenance; cyber security; planning; software; service; program management support; and writing.

These contractors will compete for tasks in systems security such as conducting risk analyses; developing recommendations and implementations; planning for new procedures and changes to existing systems; project management and tools for managing, tracking, reporting, and evolving large-scale systems; and for maintaining configuration management controls.

The IRS is part of the U.S. Department of the Treasury in Washington. Each company won a 10-year contract under solicitation TIRNO-09-R-00012 with a maximum, or ceiling, amount. Each contract has a one-year base and nine, one-year options.

Companies chosen Saturday to compete for IRS task orders under the TIPSS-4 ITS program are:

-- Lockheed Martin Corp. in Fairfax, Va., for a ceiling $1.15 billion contract;

-- the Northrop Grumman Corp. Information Systems segment in McLean, Va., for a ceiling $877.2 million contract;

-- Plexus Scientific Corp. in Alexandria, Va., for a ceiling $1.43 billion contract;

-- the QuinetiQ North America Inc. Mission Solutions Group in Fairfax, Va., for a ceiling $998.5 million contract;

-- Science Applications International Corp. (SAIC) in McLean, Va., for a ceiling $1.04 billion contract;

-- Sentel Corp. in Alexandria, Va., for a ceiling $1 billion contract;

-- SRA International Inc. in Fairfax, Va., for a ceiling $768.6 million contract;

-- Unisys Corp. in Reston, Va., for a ceiling $1.05 billion contract; and

-- Visionary Integration Professionals Inc. in Alexandria, Va., for a ceiling $1.1 billion contract.

The TIPSS-4 ITS contract comprises a large spectrum of services concerning local microcomputer applications to large-scale integrated legacy systems, and newly developed systems by the IRS, as well as other Department of Treasury Bureaus, IRS officials say. Specific requirements will be competed among TIPSS-4 ITS contractors and issued via cost reimbursement or fixed-price task orders.
