FAA seeks info from industry on meteorological decision support

The agency is looking for a provider of meteorological decision support services for the National Airspace System (NAS), including the Air Traffic Control System Command Center (ATCSCC), 21 Air Route Traffic Control Centers (ARTCCs), and three Combined Center Radar Approach Control (CERAP) facilities.

WASHINGTON - The Federal Aviation Administration (FAA) is seeking information from industry as it looks for a provider of meteorological decision support services for the National Airspace System (NAS), including the Air Traffic Control System Command Center (ATCSCC), 21 Air Route Traffic Control Centers (ARTCCs), and three Combined Center Radar Approach Control (CERAP) facilities. The goal is to enhance weather-related decision-making and improve operational efficiency and safety in air traffic management.

The contractor will be responsible for delivering weather data, forecasts, and briefings on a 24/7 basis, with regular updates and emergency communications to support FAA operations. This includes providing scheduled and ad hoc weather briefings for ATCSCC, ARTCCs, and CERAPs, ensuring that air traffic controllers receive timely and accurate information to manage flight operations effectively. Additionally, the contractor must monitor and interpret weather conditions such as thunderstorms, turbulence, icing, and visibility changes, supplying real-time updates on hazardous weather phenomena that could impact flight safety.

Another responsibility is collaborating with FAA and industry stakeholders to develop forecasts and decision support tools. The contractor will participate in strategic planning sessions to ensure coordinated responses to weather events and help improve predictive capabilities for air traffic management. Program management functions are also essential, requiring the contractor to track performance, submit monthly reports, and implement a quality control plan to maintain high standards in service delivery.

The contractor must also ensure compliance with FAA security protocols for personnel, facilities, and government-furnished information, safeguarding sensitive data and adhering to required training and certification standards. Support for special events and emergency operations is another critical component, requiring the contractor to provide tailored weather analyses and reports during high-impact periods such as holiday travel surges or major sporting events. Finally, continuous assessment of forecast accuracy and performance metrics will be used to evaluate the effectiveness of weather services provided, ensuring ongoing improvements in meteorological decision support for air traffic operations.
